He became chief engineer of the Canadian Pacific Railway in 1871 until he retired in 1880. He was chancellor of Queen's University between 1880 -1915. During this time, Fleming was devoted to scientific writing and research, contributing to the institution of standard time zones and telegraph technology. He designed Canada's first postage stamp in 1851, the three-penny beaver.
