He restored the Bishop's Palace and the Seminary and introduced several reforms, always maintaining friendly relations with the ducal prime minister. In 1793 he published a poster entitled Exhortation to the people on the misfortunes of the clergy in France, which bore his episcopal coat of arms on his head.
